Affordable, Quality Rental Housing
Issue: When compared to the other central city neighborhoods, includingBassett, Capitol, Langdon, and Marquette, the Tenney-Lapham/Old Market Place Neighborhood has the highest median contract rent of $443 (1990 Census). The neighborhood believes that the high prices of apartment units is disproportionallyaffordable only to those willing to share a unit with enough other peopleto defray the housing costs. Many family households and elderly householdswith limited incomes find it difficult to afford living in the neighborhoodbecause of the high housing costs. Rising housing costs is a continued financialburden to individuals and families that have a low or moderate income. Inthe Tenney-Lapham/Old Market Place Neighborhood, 1,299 (22.6%) personsand 88 (11.1%) families are at or below the poverty status. Approximately93 (22.2%) of the owner occupied households and 756 (33.2%) of the rentalhouseholds are paying 35% or more of their annual incomes toward housingcosts. GOAL RECOMMENDATION IMPLEMENTATION Goal 10: Ensure theavailability of quality, affordable, scattered-site rental housing. 1. The Joint Neighborhood Housing Committee will be responsible for recommendingopportunities for quality, affordable, scattered-site rental housing forscattered-site, low and moderate income households. hey will consider rehabilitationof existing buildings and/or construction of infill housing.

2. Work with area housing agencies to identify existing properties whichmight be acquired and substantially rehabilitated for conversion to long-term,scattered-site, affordable housing for low and moderate income households,elderly, and disabled eligible residents. The neighborhood currently hasapproximately 180 low and moderate income housing units (City of Madisononly), 25 emergency shelter units, 15 group home units, and approximately16 low and moderate income housing units in the Town of Madison.
