What are the top recommendations from the overall Tenney-Lapham/OldMarket Place Neighborhood Plan?


The TLOMP Neighborhood Steering Committee identified the top recommendationsthat would make the overall difference in the quality of life of their neighborhood.Below is a summary of the top recommendation by category.

1. COMMUNITY SERVICES: Strive to makeLapham School (1045 E. Dayton Street) a focal point for the education of,and delivery of services to, not only neighborhood children, but all neighborhoodresidents.

2. EAST JOHNSON BUSINESS DISTRICT: Work withCity departments to bring sidewalks up to basic level of pedestrian safetyand to install various streetscape improvements, such as (in order of priority):1) bike racks, 2) pedestrian lights, 3) terrace treatments, 4) kiosks, 5)banners, 6) trees, 7) benches, and 8) murals.

3. HOUSING: Amend Madison Land Use Planto reflect the long-term vision of the neighborhood. The Tenney-Lapham/OldMarket Place Neighborhood long-term vision is to 1) preserve the single-familyand two-family character around Lapham Elementary School; 2) redevelop theYahara River Parkway into a predominantly medium density residential areawith recreational amenities; 3) foster a strong, compact business districtin the 800-900 blocks of East Johnson Street; 4) preserve the single-family,two-four unit residential character in the reminder of the neighborhood;and 5) redevelop East Washington Avenue to support mixed-use developments.

4. PARKS: Develop a plan for the YaharaRiver Parkway that includes pedestrian and bicycle paths providing cross-Isthmusroute between Lake Mendota and Lake Monona. Separate bicyclist from pedestrianswhen feasible.

5. REDEVELOPMENT: If and when the opportunityarises, construct low to medium density housing to the west of ThorntonAvenue on the Trachte and WESCO properties and residential and neighborhoodcommercial uses (mixed-use) to the east of the Yahara River on the WPS property.Residential development should capitalize on the amenities of the riverfront but not preclude public access along the river banks.

6. TRANSPORTATION: Investigate"traffic-calming" measures that encourage travel at the speedlimit on E. Gorham and E. Johnson Streets, including changing signal timingof stop lights.

What are the top three recommendations to solicit Community DevelopmentBlock Grant funding?


As a part of the planning process, the Tenney-Lapham/Old Market Place Neighborhoodwill receive approximately $200,000 in Community Development Block Grant(CDBG) funding over the next two years to implement eligible neighborhoodimprovement projects. One of the roles of the neighborhood is to work withvarious community organizations to match the funding with the best organizationto carry out the neighborhood's top recommendations. The top CDBG recommendationsare:

1. Purchase of owner-occupied single-family or two-family dwellings forincome eligible households. Throughout the Madison area, housing isbecoming less affordable. It is the objective of the neighborhood to assistincome eligible households in the purchase of owner-occupied housing, whilealso meeting the objective of increasing owner-occupancy throughout theneighborhood.

2. Creating FTE employment opportunities for low to moderate income personsby retaining existing businesses and/or attracting new businesses to theEast Johnson Business District.

3. Rehabilitation of income-eligible owner-occupied or rental housingunits to meet minimum housing code standards, energy efficiency standards,and/or retrofitting for barrier-free access.
