Tenney-Lapham/Old Market Place Neighborhood will continue to be anattractive place to live because of its well maintained housing, availablehousing choices, and the historic character of its buildings. Residential,investment, and commercial property owners will take great pride in theirbuildings by maintaining high-quality housing, thereby encouraging tenantsto live in the neighborhood for years. We will have a cohesive and economicallydiverse neighborhood by making available an array of housing choices, includingaffordable housing for renters and owners.
Neighborhood Goals
Goal 1: Maintain and upgrade existing housing stock.
Goal 2: Aggressively market available housing rehabilitation grants, loans, and related programs within the neighborhoods.
Goal 3: Enhance the physical environment of the neighborhood by improving the physical infrastructure and streetscape.
Goal 4: Preserve and upgrade residential and commercial historic structuresas valuable community assets.
Goal 5: Preserve the existing residential character of the neighborhoodin any redevelopment plans.
Goal 6: Monitor the redevelopment of key sites in the neighborhood.
Goal 7: Increase owner-occupancy within the neighborhood, with the aim ofapproaching the City of Madisonaverage.
Goal 8: Inform potential home-buyers of various financing programs availableunder local, state and federal housing programs.
Goal 9: Promote the use of existing housing programs and support the developmentof new housing programs that will assist low and moderate income householdsin purchasing owner-occupied property.
Goal 10: Ensure the availability of quality, affordable, scattered-siterental housing.
Goal 11: Ensure that housing is available for rent or sale on an equal-opportunity basis.
Goal 12: Ensure that new neighbors are welcomed to our neighborhoods.
Top Recommendations
1. Amend Madison Land Use Plan to reflect the long-term visionof the neighborhood. The Tenney-Lapham/Old Market Place Neighborhood long-termvision is to
1) preserve the single-family and two-family character around Lapham ElementarySchool;
2) redevelop the Yahara River Parkway into a predominantly medium densityresidential area with recreational amenities (see Redevelopment Section);
3) foster a strong, compact business district in the 800-900 blocks of EastJohnson Street;
4) preserve the single-family, two-four unit residential character in theremainder of the neighborhood; and
5) redevelop East Washington Avenue to support mixed-use developments.
2. As part of the effort to increase owner-occupancy in portions of theneighborhood, target the two to three block area surrounding Lapham ElementarySchool to promote owner-occupancy of single-family and two-family housingunits.
3. Work with area housing agencies to identify existing properties whichmight be acquired and substantially rehabilitated or conversion to long-term,affordable housing for low and moderate income households, elderly, andeligible disabled residents.
4. Inspect and monitor rental properties in the neighborhood to ensure compliancewith minimum housing and property maintenance codes, with the goal of surveyingat least one-third of all properties annually and inspecting as necessary.
