Original Plat for Tenney Park Sidewalks, Streets, Terrace and Other Public Infrastructure Improvements
Issue: The Tenney-Lapham/Old Market Place Neighborhood takes great pride in its own efforts to improve its aesthetic environment with terracegardens and spring clean–up projects. The neighborhood will continue these efforts and asks the City to complement their work by improving the quality and accessibility of public right-of-ways in the area. GOAL RECOMMENDATION IMPLEMENTATION Goal 1. Maintain, upgrade and enhance the physical features of the neighborhood to improve the aesthetics, environmental quality, and accessibility in the Tenney-Lapham and Old Market Place Neighborhoods. Bicycle Lanes 1. As an effort to increase awareness of shared roadway, designate bicycle lanes more clearly so that both bicycle riders and car drivers are more aware of them. Repaint bicycle lanes throughout the neighborhood, with E. Gorham and E. Johnson being the first priorities. Traffic Engineering Division 2. As part of the repainting of bicycle lanes, consider painting directional arrows in bicycle lanes to prevent wrong way traffic, especially on E. Gorham and E. Johnson. Traffic Engineering Division Bridges 3. As part of the Yahara River Parkway redevelopment, construct a pedestrian/bicycle underpass at the E. Washington Avenue and E. Johnson Street bridges. Historic character of the bridges should be retained in the renovation on the bridges. Engineering Division, Traffic Engineering Division, Parks Division 4. As part of the Yahara River Parkway redevelopment, consider construction of a pedestrian/bicycle bridge overpass to cross the river in Tenney Park. Design of the pedestrian bridge should blend in with the historic character of Tenney Park. Parks Division Children and Pedestrian Crossing Signs and Crosswalks 5. Within two block radius of Lapham Elementary School, install school zone signs on Dayton, E. Mifflin, N. Brearly and N. Ingersoll; install pedestrian and/or school crossing signs on each cross street from N. Livingston to N. Few Street and at N. Paterson and E. Dayton. At these locations repaint or restripe the crosswalks. Children and their parents are at serious risk from motorists who are exceeding the speed limit and unaware of the location of Lapham Elementary School. Traffic Engineering Division Directional Signs 6. Support the wayfinding system that proposes directing traffic down designated visitor corridors of First Street, E. Washington Avenue, W. Washington Avenue, Wisconsin Avenue, and John Nolen Drive. Planning Unit Lead Water Lines 7. Encourage the replacement of lead water lines throughout the neighborhood and continue to educate renters and owners of precautions to minimize lead in their drinking water. Water Utility Sidewalks 8. Encourage public institutions, not-for-profit organizations, and private businesses to make their buildings, properties, or services accessible for people with disabilities. Install a new curb cut at the northeast and southeast corners of N. Paterson and E. Johnson Street to make all four corners accessible to and for people with disabilities. Engineering Division Street Cleaning, Lighting, and Use 9. Enforce truck traffic to only the 1000 block of E. Dayton Street (between N. Brearly and N. Ingersoll Street) going to and from Madison Dairy. One of the complaints from the neighborhood is the truck traffic use of streets to the east and west of Madison Dairy. Police Department 10. Increase street sweeping and curb/gutter improvements to reduce urban non-point runoff into Tenney Lagoon and Lake Mendota. Streets Division 11. At the time of reconstruction, reduce the excessive crown on neighborhood streets, such as E. Mifflin, N. Few, and Elizabeth Streets. Engineering Division 12. Evaluate the feasibility of cul-du-sacing selected residential streets (or related traffic control strategy) in the neighborhood to minimize the volume of traffic and create a better sense of community. Traffic Engineering Division 13. Install pedestrian street lighting on the 800-900 blocks of E. Johnson Street to enhance the historic character of the East Johnson Business District. Traffic Engineering Division Telephone and Electric Wires 14. As part of major reconstruction of neighborhood streets, bury telephone and electric wires whenever possible. Engineering Division Trees and Shrubs 15. Encourage the planting of trees throughout the neighborhood to help improve aesthetics, reduce noise, and create buffers between residential and commercial uses. Plant trees in the terrace on the north side of the 900 block of E. Johnson Street and the south side of the 1000 block of E. Dayton Street (to act as a noise barrier between Lapham School and commercial neighbors). Forestry Section 16. Encourage the development of a beautification plan for E. Washington Avenue that will include tree, shrub, and flower planting along the boulevard. DMI, Inc., Parks Division
