Maintaining and Upgrading Housing Stock

Issue: Out of the 58 census tracts in Madison, Tenney-Lapham/OldMarket Place Neighborhood ranks fifth in the number of housing units thatwere built prior to 1939. Many of the areas in the neighborhood, namelyN. Blair, E. Dayton, E. Mifflin, E. Johnson and E. Gorham Streets, exhibithousing stock that is in different stages of deterioration. Deferred maintenanceof properties, absentee landlords, and the financial cost of rehabilitationare only some of the elements that impede the upgrading of the neighborhood'shousing stock.
GOAL RECOMMENDATION IMPLEMENTATION
Goal 1: Maintain and upgrade existing housing stock. 1. Inspect and monitor rental properties in the neighborhood to ensure compliancewith minimum housing and property maintenance codes, with the goal of surveyingat least one-third of all properties annually and inspecting as necessary. The last systematic housing inspection in the neighborhood occurred during1989-1991. Aggressive housing inspection of rental properties will helpmaintain and upgrade the physical condition of existing housing. Continueexterior inspection of owner-occupied housing. 2. Establish a joint Neighborhood Housing Committee, as part of the Tenney-Laphamand Old Market Place Neighborhood Associations. One of its responsibilitieswill be to set up and coordinate a block captain system that will be responsiblefor identifying code violations of residential and commercial propertiesand then work positively with property owners to resolve minor code violations. 3. Inform neighborhood residents of the precautions that should be takento eliminate lead paint hazards and the procedures to use in lead paintabatement. 4. Prepare neighborhood newsletter articles that will inform and educateresidents and landlords regarding their rights and obligations.
