Maintaining and Upgrading Housing Stock

GOAL RECOMMENDATION IMPLEMENTATION
Goal 2: Aggressively market available housing rehabilitation grants, loans, and related programs within the neighborhoods. 1. Work with City and State housing agencies to ensure housing rehabilitationprograms meet the needs of neighborhood residents and property owners. TLOMP Neighborhood Associations
2. Investigate development of a housing rehabilitation program that wouldhelp property owners in maintaining and upgrading their properties, whilespreading increased property tax payments over a span of several years. The reinvestment in rental and owner occupied property is a positive strategyto improve the older housing stock of the neighborhood. However, the initialoutlay of capital to upgrade the property is directly followed by an increasein property taxes for improvements. Developing a program that would spreadproperty tax increases (due to the improvement) over several years wouldhelp relieve the financial burden of property owners reinvesting in olderhousing stock. 3. A responsibility of the joint TLOMP Housing Committee, develop a systemto identify housing maintenance, energy-efficiency, and accessibility needsof seniors. One of the initiatives of the TLOMP neighborhood associationsis to develop a network among neighborhood residents that will lend a helpinghand to seniors living in the neighborhood. 4. Sponsor a housing rehabilitation workshop that will target homeowners,investment property owners, and tenants to increase awareness of loans,grants, and programs available to maintain and upgrade residential and commercialproperties.
