Original Plat for Tenney Park Land Use Vision of the Neighborhood
Issue: Communities shape land use patterns through adopted land use plansand implement them through zoning code. The vision of the Tenney-Lapham/OldMarket Place Neighborhood is to preserve the existing character of the neighborhood. However, the current zoning classifications would allow for, in many cases: 1) the division of existing single-family homes to smaller apartment units; 2) the conversion of existing apartments to more units; and, in somecases, 3) the construction of larger multi-family apartment complexes inprimarily single-family and two-family areas. GOAL RECOMMENDATION IMPLEMENTATION Goal 5: Preserve the existing residential character of the neighborhoodin any redevelopment plans. 1. Amend the Madison Land Use Plan to reflect the long-term vision of theneighborhood. The Tenney-Lapham/Old Market Place Neighborhood long-termvision is to 1) preserve the single-family and two-family character around Lapham Elementary School; 2) redevelop the Yahara River Parkway into a predominantly medium density residential area with recreational amenities (see Redevelopment Section); 3) foster a strong, compact business district in the 800-900 blocks of East Johnson Street; 4) preserve the single-family, two-four unit residential character in the remainder of the neighborhood; and 5) redevelop East Washington Avenue to support mixed-use revelopments.
