GOAL RECOMMENDATION IMPLEMENTATION
Goal 8: Inform potential home-buyers of various financing programsavailable under local, state and federal housing programs. Home Purchase and Rehabilitation Programs and Services
1. Establish a neighborhood housing service to organize home buyer supportgroups. The neighborhood housing service will provide information on homesfor sale, home ownership financing programs, and other information valuableto first-time home buyers. One of the objectives of the neighborhood housingservice is to become a neighborhood-based source of information for neighborhoodtenants considering to purchase a home in the neighborhood and for first-timehome buyers. 2. Promote city and non-city programs that assist home buyers in the purchaseand rehabilitation of properties, such as "Affords" lease-to-own,and community land trust programs. TLOMP Neighborhood Associations
3. Publish regular features in the neighborhood newsletter identifying andpromoting programs for home purchase and rehabilitation.

Goal 9: Promote the use of existing housing programs and support the development of new housing programs that will assist low and moderate income households in purchasing owner occupied property. 1. Identify scattered sites for possible acquisition, rehabilitation, and/ornew construction of properties having two to four units that will lead toaffordable, owner-occupied housing for low and moderate income households. CDA, CDBG, CED Unit, WHEDA, and area housing organizations
2. Continue to review and recommend modifications to existing housing programsto promote owner-occupancy goals of the neighborhood. The Tenney-Laphamand Old Market Place Neighborhood is concerned about the substantial rehabilitationcosts involved in bringing existing properties up to minimum housing codestandards. Identify and implement innovative programs and options to helpdefray these substantial costs in order to assist low and moderate incomehouseholds in purchasing and rehabilitating existing homes.
